我国经济政策执行效果的现状分析--基于政策落实跟踪审计结果的分析

The Actuality Analysis of the Effect of Economic Policy in Our Country Analysis of follow up audit results based on policy implementation

目前我国正处于经济新常态的转型期,宏观经济政策框架发生变化,经济政策的执行效果受到人们的普遍关注。本文利用审计署近两年公布的国家重大政策跟踪审计结果,从经济政策的执行结果和经济政策的内容两方面对我国经济政策执行过程中的问题进行分析。结果表明,经济政策在制定、执行与监督环节均存在执行偏差,主要表现为执行主体不执行、不正确执行、执行不到位和执行不畅,严重影响了经济政策的执行效果。

At present,our country is in a transition period of new normalcy of the economy,and the macroeconomic policy framework has changed.The implementation of economic policies has drawn people's attention.In this paper,we use the major national policies announced by the Audit Commission in the past two years to track the audit results and analyze the problems in the implementation of our economic policies from two aspects:the implementation of economic policies and the content of economic policies.The results show that there are some deviations in the formulation,implementation and supervision of economic policies.The main manifestations are the non-implementation,incorrect implementation,inadequate implementation and poor implementation of the executive,which seriously affect the effectiveness of economic policies.
