雄安新区“集聚性、共生性、永续性”创新产业体系构建及其“反磁效应”培育

雄安新区的设立,是我国在新形势下为持续有效推进京津冀协同发展、促进区域一体化的重大战略决策。雄安新区应担负起京津冀区域经济增长核心极、发挥创新引领示范效应,并改变区域格局内北京"单中心磁力作用"所带来的极化效果。我国明确提出高标准建设雄安新区,这要求雄安新区构建高端、高新、高效的创新型产业体系,但目前仍面临产业基础薄弱、创新要素匮乏等问题,难以快速有效发挥产业创新集聚的发展驱动效应。因此,需从创新要素导入、互联互通、体制革新等角度破题,探索培育"集聚性、共生性、永续性"创新型产业体系,并以构建创新发展的"智力·智库"双智驱动引擎为有效抓手,快速形成"反磁效应",增强产业发展的集聚力、联动力和持续力,有力支撑雄安新区"千年大计"战略构想有序推进。

The establishment of Xiong'an New District is a major strategic decision made by China in thenew situation to continuously promote the coordinated development of Beijing-Tianjin-Hebei and promoteregional integration.Xiong'an New District should take on the core level of regional economic growth,playa leading role in innovation and change the polarization effect of Beijing"single center magnetic force"in the regional pattern.This requires the construction of high-end,high-tech and efficient innovative industrial system,but still faces the problem of weak industrial base and lack of innovation elements.It is difficult to quickly and effectively develop the driving effect of industrial innovation and agglomeration.Therefore,it is necessary to explore the"agglomeration,symbiosis and sustainable"innovative industrial system from the perspective of innovation factor introduction,interconnection and system innovation,and to explore the"intellectual think tank"For the effective grasp of the hand,the rapid formation of"anti-magnetic effect"to enhance the industrial development of the cohesion,combined power and sustainability,strong support Xiong'an District"Millennium"strategic concept in an orderly manner.
