环境伦理学视野下环保公益组织在雾霾防治中的作用研究

Study on the role of non-profit environmental organizations in prevention and control of haze from the perspective of environmental ethics

环境保护公益组织是公众参与环保的重要标志,同时也是政府对于雾霾治理进行监管的重要帮手。从我国环境热点问题雾霾入手,就如今"政府失灵"现象出发,分析环保公益组织参与雾霾治理的必要性与紧迫性。在环保公益组织日趋壮大的今天,如何发挥好其作用,为政府工作的当务之急。分析了环保公益组织的劣势及原因,认为当前主要存在经费不足、组织性质不完善及人员素质不足等几方面问题。最后从组织自身、社会、法律制度及政府四方面提出展望及建议。

Environmental Protection Nonprofit organizations are an important indicator of public participation in environmental protection and an important helper for the government to supervise smog management.Starting from the smog problem of hot spots in our country,we start with the phenomenon of“government failure”and analyze the necessity and urgency of participating in environmental protection charity organizations.Nowadays,when the non-profit environmental organizations are getting bigger and bigger,if they play their role well,they are imperative tasks for the government.This paper analyzes the disadvantages and reasons of environmental nonprofit organizations,finds that there are several problems,such as the lack of funds,the imperfect organization and the lack of personnel quality.Finally,we put forward the suggestions and suggestions from four aspects:the organization itself,the society,the legal system and the government.
