Management Method for Expert Consultation Fee of Science and Technology Projects

多年来,在科技项目专家咨询费支付管理过程中存在专家界定不规范、发放范围随意扩大、支付标准落后于国民经济社会发展水平、支付方式不规范统一等问题,为进一步规范和加强中央级科技项目专家咨询活动的经费支出管理,国家财政部于2017年印发了《中央财政科研项目专家咨询费管理办法》。对该办法中涉及专家选择与管理、咨询活动形式与适用标准、咨询费发放形式等相关条款进行了解读,对实际操作中一些容易混淆的细节给予界定和说明,提出在具体操作中仍需把握相关性原则,认真履行前置审批程序。

A series of issues has existed in payment of expert consultation fee for technological projects in the past years,such as non-standard definition of expert,random expansion of payment scope,payment standard below national economic and social development level,and lack of standardized and unified payment method.To standardize and strengthen management of expert consultation fee payment for science and technology projects at the national level,the Ministry of Finance issued"Managerial Method for Expert Consultation Fee of Scientific Research Projects Funded by Central Government"in2017.The explanations are made of the related articles and clauses specified in the method,such as selection and management of experts,forms of advisory activities and applicable standards,and the methods for payment of consultation fee.It also defines and explains some details that can be easily mistaken in actual implementation,and comes up with the relative principles for implementation,such as strict implementation of the prepositional examination and approval procedures.
