工业和信息化部和省级通信管理局作为互联网行业主管部门,依法负责网站备案或者电信业务经营许可管理,并承担关闭网站或者吊销电信业务经营许可证的职责。基于网站等载体提供的互联网信息服务类型众多,其业务管理涉及多个主管部门,其他主管部门除了自身依法执法外,还往往通过互联网行业主管部门的协同管理来实现。本文对互联网行业主管部门处置违法网站工作存在的问题及面临的形势进行了分析,提出了具体的改进建议。

The Ministry of Industry and Information Technology and the provincial communications administration,as the competent authorities of the Internet industry,are responsible for the filing of websites or the management of telecommunications business licenses in accordance with the law and assume the responsibility of shutting down the websites or revoking business license of telecommunication services.There are many types of Internet information services based on carriers such as websites and their business management involves multiple competent departments.Other competent departments,in addition to their own law enforcement,often implement collaborative management of Internet industry authorities.This article analyzes the existing problems and the situation faced by Internet industry authorities in dealing with illegal websites,and puts forward specific suggestions for improvement.
