“命运共同体”视角下的周边外交理论探索和实践创新——以澜湄合作为例

Exploration and Innovation in China's Neighborhood Diplomacy: A Case Study of the Lancang-Mekong Cooperation Initiative

当前,"人类命运共同体"理念受到国际社会越来越多的关注和认同。为了更好地指导周边外交以及周边命运共同体建设,应以"命运共同体"为视角,对周边外交进行理论探索和实践创新。本文在梳理"命运共同体"理念与中国特色周边外交理论有机联系的基础上,分析"命运共同体"视角下周边外交理论的思想和理论基础,进而对构建"命运共同体"视角下的中国特色周边外交理论进行了初步探索。这个理论应以"利益—责任—规范"为维度,构成一个三位一体和稳定的理论框架。其中"利益"是前提条件,"责任"是应履行的义务,"规范"是应遵守的价值观及制度,三者互为条件、相互制约,共同指导周边命运共同体的形成和发展。

China's vision of building the world into a community of a shared future has gained worldwide prominence. To realize this vision in China's neighborhood so as to better serve China's diplomacy toward its peripheries, it is imperative to conduct theoretical exploration and practical innovation. This article attempts to establish a three-dimensional(including interest, responsibility, and norms) theory for China's neighborhood diplomacy. In this theoretical framework, interest is the premise, responsibility entails duty, and norms encompasses values and institutions. The interaction among the three "dimensions" are of a complementary nature and will facilitate the formation and evolution of a community of a shared future in China's neighborhood.
