基于多中心治理理论的视角探讨中国特色的健康社区治理模式

Management Model for Healthy Community with Chinese Characteristics: a Discussion from a Polycentric Governance Perspective

健康社区是健康中国建设的基础,创新可持续发展的治理模式是建设健康社区的关键。我国于20世纪90年代开始兴起健康城市建设,2016年在"健康中国"的发展规划之下,健康社区成为健康城市建设的重点工程,但是健康社区建设过程当中存在诸多问题,主要是缺乏健康社区制度体系,导致其建设并没有达到预期效果。因此,针对健康社区建设过程中的问题,本文从多中心治理理论的视角进行了分析,提出从政府、社区、非政府组织三个主体协同进行健康社区治理制度设计,并结合中国独特的中医药医疗卫生资源利用问题提出建设中国特色的健康社区,形成中西医结合,充分发挥中医药的特色优势建设防治结合,预防为主的社区健康治理的制度体系。

The construction of healthy cities began in China in the 1990s.During the“healthy China”plan under development in 2016,building healthy communities has been listed as a key program for healthy city construction since it is a foundation for achieving a healthy China.Moreover,a governance mode for the sustainable development of healthy communities is of great significance.However,the status of building healthy communities fails to reach the expected levels,which is caused by many problems but mainly by lack of healthy community governance system.In view of this,from a polycentric governance perspective,we proposed that the healthy community governance system should be developed by the government,communitybased organization combined with non-governmental organization,and the healthy community should be with Chinese characteristics based on utilizing the resources of Chinese medicine,and the healthy community governance system should be characterized by putting prevention first and combining prevention with controlling by using western medicine and taking full advantage of Chinese medicine.
