浅析市级环保科研单位绩效考核制度 被引量:1

摘要 绩效考核制度是对职工工作绩效的质量和数量进行评价,并根据职工完成工作任务的态度以及完成任务的程度给予奖惩的一整套科学、合理、全面的考核制度。阐述了科研院所在环保领域中具有的有别于其他组织的特点,在单位的日常运营管理中,主要包括3方面的内容:(1)进行基础性和前沿性的科研工作;(2)为政府部门提供相应的技术支撑和战略研究;(3)为社会提供有效的技术服务和产品。同时分析了市级环保科研单位的业务特点、现行的绩效考核机制以及存在的问题,结合环保行业自身的特点,建立了分类考核的评价体系,并提出了相关的建议。 The performance appraisal system is to evaluate the quality and quantity of employees’performance.It is a whole set of scientific,reasonable,comprehensive assessment system which gives reward or punishment based on the attitude of employees in completing their work tasks and the completion degree of the tasks.This paper expounded the characteristics of environmental research institutes that are different from other organizations,which mainly include three aspects:basic and frontier research work,providing technical support and strategic research for government departments,and providing effective technical services and products for the society.It also analyzed the characteristics of municipal environmental research institutes,the environmental research institutions’current performance appraisal mechanism as well as the existing problems.A classification and evaluation system was established based on the characteristics of environmental protection industry and some suggestions were given.
