Yuan-You,which was excavated between the year of2004and2005,is a bronze ware of Emperor Mu in Western Zhou Dynasty. The long inscription on Yuan-You has been studied and interpreted by many scholars, such as Dong Shan and Li Xueqin with some questions still unsolved. This paper aims to put forward new interpretations on the inscription. As a matter of fact,Yuan-You is a clue to explore the policy of direct appealing in Western Zhou Dynasty.People in that period could suit directly to the Emperor of Zhou through road drums and red stones in the capital, and the officers such as Dapu,Yupu,Yushuzi and Zhaoshi managed affairs of direct appealing.
