Practical Analysis on Supervision to Officials from Local People's Congress in Social Governance——From Perspective of Shaping Officials' Public Spirit

社会治理过程中人大的制度化监督对政府官员公共精神的塑造有重要作用。地方人大通过对官员的任免、任前监督和履职监督等,能强化政府官员的责任意识和公共服务意识。地方人大在官员监督实践上面临着监督的强制力和影响力不显著、人大代表的作用发挥不明显和公众参与程度低等问题。理顺地方人大和党政部门在官员监督上的关系、扩展官员监督制度的实际运作空间和强化公众参与监督,可以更好地塑造政府官员的公共精神。

It is quite significant for the government officials to re-mould their public spirits by means of the LPC institutionalized supervision in the process of social governance.Both the sense of duty and the sense of public service from government officials can be intensified through the measures of LPC’s appointments,pre-appointment supervision and performance supervision.The paper discloses that LPC is faced with non-significant for the compelling force and influence on the officials’supervision in practice.The issue that incomplete role development and lower degree of public participation in officials’supervision also exist.In order to better shape the public spirit of government officials,the relationship between LPC and the party-government departments in officials’supervision has to be straightened out,the extension of actual operation space for official supervision system and the intensity of public participation as well as public supervision.
