Three-dimensional supervision:legalization,participation and social ethics——Research on Stakeholders of Food Safety Supervision

在食品安全问题频发的今天,如何处理好政府、市场、社会三者之间的关系,消减食品安全利益相关者之间的信息不对称,建立食品从生产加工到流通消费的全过程监管机制和社会共治制度,实现食品安全供给,已成为当下政府乃至全社会的焦点之一。由于食品供给者、监管者、消费者相互之间不同的利益诉求,各利益相关者之间存在严重的道德风险。通过对各相关者之间的博弈分析认为建立以法治化为中心,以利益相关者全员参与为实现方式,以食品市场的伦理建构为终极归宿的政策导向不失为实现食品安全有效治理的"策略组合"。

Currently with the frequent food safety problems,how to deal with the relationship among the government,the market and the society,reduce the information asymmetry in stakeholders of food safety,establish the regulation mechanism and social administration from production to circulation,and achieve safe food supply,have become one of the focuses of the government and the whole society.Due to the different interests of food suppliers,regulators and consumers,there exists a serious moral hazard among the various stakeholders.Through the analysis of the stakeholders,it is put forward that the policy with the legalization as the center,the stakeholdersJ participation as the way and the establishment of the ethics of food market as the ultimate destination,should be an effective‘‘Strategy combination”to achieve food safety.
