This paper is to clean up the"three outside"as an important measure to reduce the additional cost of enterprises,found a breakthrough in the traditional mode of sustaining enterprise development and high cost to maintain the operation of enterprises by long-term reliance on high debt,it is of great significance to accelerate the establishment of new normal and enhance the core competitiveness of enterprises.
