语言战略化背景下的我国国防语言教育现状及策略研究

The Problems of China's Defense Language Education Program and Their Countermeasures

语言实力是综合国力的要素之一,语言战略已成为国家安全战略的重要组成部分。语言战略化背景下,人们从国家战略的角度,科学统筹语言规划,协调安排语言教育,挖掘保护语言资源。语言资源成为大国博弈的重要战略工具,语言战略成为国家安全战略的重要建设内容,并由语言专门机构从国家层面展开国防语言的研究与培训。国防语言教育是站在国家安全和国防建设的高度所开展的军地语言人才培养与语言教学实践,是实现国防语言战略目标的最重要途径和手段。美国等西方发达国家正在积极创建完善的国防语言教育体系,并已取得显著成效。新时期,我国的国防语言教育现状已严重滞后于我军执行国际军事行动的语言能力需求,存在着公众对国防语言教育认识肤浅、国防语言教育布局失衡以及相关配套管理缺乏等方面的问题。针对这些问题,我们提出了相关策略。

Language strength has become an important element for the comprehensive national strength.Under the background of the language strategizing,the language planning,language education and the language protection should be taken into consideration together with the national security strategy.Languages have become an import resource for great powers.Language strategy is a critical part of the strategy for national security.Languages have become critical strategic tools for a nation.Defense language education is the language training for the purpose of national defense and security,which is the most important way to achieve the goal of the strategy for defense language.Developed countries like USA have been actively building up their defense language education systems.Yet China's defense language education has seriously lagged behind PLA's international military operations.Problems like the lack of the awareness for defense language,unbalance in the overall arrangement of foreign language education and the absence of correspondent administration still exist.Some countermeasures to these problems are put forward.
