凝聚人心:推进西藏经济社会发展和长治久安的固本之举与长久之策

Cohesion of the Public Will:Consolidation Strategy and Permament Policy of Promoting Scio-Economy and Permanent Stability of Tibet

因地缘政治、经济、文化和生态的极端重要性,西藏反对分裂、促进发展、改善民生和搞好民族团结的工作环境比其他地方复杂、工作任务比其他地方繁重而艰巨。做好这些工作,推进西藏经济社会发展和长治久安,其固本之举和长久之策就是要凝聚人心。凝聚人心在中央治藏方略中占据非常重要的地位,并在西藏发展、稳定中发挥出了极大的作用。进一步做好凝聚人心工作,需把握好三个方面:由谁去凝聚人心,用什么来凝聚人心,以及最需要凝聚哪部分人的人心。

Due to the critical importance of Geopolitics,economy,culture and ecology,the working environment for Tibet’s fighting against separatists,promoting development,improving livelihoods and improving national unity is much more complex than other places in China,and the working task is tougher as well.Therefore,building cohesion amongst public is the key to accomplish mentioned tasks.Building cohesion occupies a critical position in the central government strategy of governing Tibet,and it plays significant role in development and social stability of Tibet.The following three factors are crucial in order to improve the cohesion building:1)on whom shall we depend;2)on what shall rely;and3)whom to cohere.
