从新出简牍看,秦的"授田"主要是授予荒地,且数量较小,"授田"的程序是民户先向基层官吏提出申请,基层官吏再向上级申报并须得到批准,"授田"的获得需要一定条件。这说明秦的"授田"并非全民性的授田。秦民户的土地主要是通过继承、买卖和转让的方式获得,"授田"只是民户获得土地的一条次要途径。秦土地制度的性质是私有制。

From the bamboo slips that recently discovered,the land allotting of Qin dynasty is mainly about wasteland in small number,the procedure of land allotting is firstly the people apply to the primary officials,then primary officials report to the superior officials and have to be approved,in a few words,land acquisition needs some condition.It is explained that Qin’s land allotting is not available to anyone.Qin’s people can get land by inheriting,business and transferring to others.Land allotting is the secondary way to get land.The land system of Qin is private ownership.
