摘要
鉴于部分食品安全信息的信用品属性,为保障食品最基本安全底线,政府需对最低食品安全标准进行监管。为迎合消费者偏好,应给食品安全私人标准留下足够空间,发挥私人组织在食品安全标准制定和执行上的作用。目前我国食品安全标准存在强制范围过大、缺乏层次性等问题,一定程度上让食品安全标准偏离了市场。为使食品安全标准更贴近市场,政府应根据消费者购买和企业生产能力动态调整最低食品安全标准。与此同时,让私人组织在食品安全标准制定上有更多话语权,充分发挥私人标准的专业性和灵活性优势。
In view of the credit attribute of partial food safety information,the government needs to regulate the minimum food safety standards to ensure the most basic bottom line of food safety.It’s necessary to leave enough space for private organizations to set and enforce the food safety standards to meet the consumer preferences.At present,there exist the problems of a too broad mandatory range and the lack of hierarchy in China's food safety standards.To a certain extent,the food safety standards deviate from the market.In order to make the food safety standards be more close to the market,the government should dynamically adjust the minimum food safety standards based on the consumers’purchasing capacity and enterprises’producing capacity.At the same time,the government should let the private organizations have more rights to speak in the food safety standards to give full play to the advantages of professional and flexible private standards.
