摘要
在世界范围内,经济的竞争愈来愈表现为科学技术的竞争,产学研结合从中脱颖而出,成为促进科技成果转化的主要机制。但在地方产学研结合实践中还存在政府制度缺失、统筹协调机制不健全、企业认识不到位、融资渠道狭窄导致研发投入不足、外部环境不完善等问题。在典型案例分析的基础上,分析地方产学研结合的对策,首先,政府要大力支持构建地区产学研结合创新群和完善相关政策法规。其次,创建大学科技园区,打造产学研结合高地,在此基础上搭建综合研发平台,提高研发水平。再次,构建科技创新和成果转化服务平台,加强成果孵化,学研机构在注重研究的同时要面向市场推广技术。最后,创新人才引智平台,吸引人才聚集,最终在地方产学研结合中构建特色鲜明的产业带,形成完整的现代产业体系。
In the world,economic competition is increasingly embodied in scientific and technological competition.The combination of industry,higher institution and research institute stands out and becomes the main mechanism to promote the transformation of scientific and technological results.However,there are some problems in local practice such as lack of government system,imperfect coordination mechanism,deficiency of enterprises’awareness,lack of R&D input due to narrow financing channels and imperfect external environment.On the basis of the typical case study,the article analyzes the countermeasures in the combination of local industry,higher institution and research institute.Firstly,the government should greatly support the construction of innovation cluster and improve the relevant policies and regulations.Secondly,it^necessary to establish science and technology park centering around university and create the commanding height to build the comprehensive R&D platform to improve the R&D level.Thirdly,it’s important to build the service platform of scientific and technological innovation and result transformation to strengthen the incubation of results.Research institutions should focus on research and spread market-oriented technology at the same time.Finally,it's vital to innovate in the platform to attract the gathering of talent to construct distinctive industrial belt with a complete modem industrial system.
