摘要 水利部提出了水文监测按"巡测优先、驻巡结合、测报自动、应急补充"发展的战略新思路,基本构成了水文行业监测技术发展的完整框架。时效性和可靠性是水文监测信息生产的两大基本要求,在现有框架下,考虑到资源的有限性,短期内将二者均进行大幅提升有较大难度。通过对水文行业内、外部环境的分析,提出了近阶段应在水文监测体系建设中选择时效性提升作为优先发展方向,以期在较短时间内,使水文行业基本资料收集工作取得较为显著的发展效果,以满足社会经济发展对水文数据的需要。 At present,on the development of hydrological monitoring,the Ministry of Water Resources puts forward the development strategy of"tour gauging first,stationary gauging and tour gauging combination,hydrological monitoring and flood information-reporting automation,emergency monitoring supplement",basically forming the overall strategic framework of hydrological monitoring technology development.Timeliness and reliability are the two basic requirements in the information production of hydrological monitoring.In the existing strategic framework,due to the limited resource,enhancing timeliness and reliability is difficult in a short time.Through analysis on the internal and external environment of hydrological sector,it is put forward that the timeliness improving should be prioritized in the construction of hydrological monitoring system in recent period,to achieve remarkable development effect in a short time and meet the demand of social and economical development.
