摘要
在PPP项目实施过程中,对社会资本投资进行风险评价,能够有效避免或降低社会资本投资风险,进而节省投资。ZK市水生态综合治理项目采用PPP模式,根据项目特点,构建以PPP项目政策、PPP项目法律与合同、经济、建设、运营管理、水生态环境为基础的项目投资风险评价指标体系,并采用集对分析理论对该项目投资风险进行评价。在计算评价指标权重时,引入熵权理论,克服主观赋值的弊端,使PPP项目投资风险评价结果更为客观公正,评价结果与实际相符,验证了熵权集对模型的科学性、合理性。
In the implementation of PPP projects,the risk assessment of social capital investment can effectively avoid or reduce the risk of social capital investment,thereby saving investment costs.According to the characteristics of the project,ZK City water ecological comprehensive management project used PPP model and constructed the project investment risk evaluation index system based on PPP project policy,PPP project law and contract,economy,construction,operation management and water eco-environment.Finally,it valuated the investment risk of the project by the analysis theory.In the calculation of the weight of the evaluation index,the entropy weight theory was introduced to overcome the drawbacks of the subjective assignment,so that the PPP project investment risk evaluation result was more objective and fair.The evaluation result is consistent with the actual result,which verifies the scientificity,rationality and applicability of the entropy set to the model.
