加强边境地区警地基层党组织建设初探

Preliminary Study of Strengthening the Construction of the Armed Police Force and the Local Government Grassroots Party Organization in Border Areas

近年来,基层党组织建设已随着国际形势复杂深刻变化和周边热点问题、国内不协调因素大量增多,边境地区维护安全稳定工作的阶段性特征更加明显,不断出现新情况、新问题、新挑战,党执政面临的"四大考验"和"四大危险"日益尖锐复杂。在这一历史条件下,着眼"四个全面"战略布局,进行以党建引领服务社会发展、紧跟"一带一路"建设打造"丝路党建带"、着眼帮建基层政权稳边固边等生动实践显得尤为重要和紧迫,更是实现"中国梦"的时代要求。2012年,黑龙江省公安边防总队与黑龙江省委组织部率先在全国边境地区开展了"六千里边关铸堡垒"警地党支部联建联创活动,对加强边境地区党建工作进行了实践探索。

In recent years,with the complex and profound changes of the international situation,and hot issues in surrounding regions,the increase of domestic disharmony factors,and more obvious stage-based characteristics of maintaining the safety and stability in border areas,there is continuous emergence of new situations,new problems and new challenges.The“Four Tests”and the“Four Dangers”the ruling party faces become increasingly drastic and complex.In this historical condition,based on the“Four Overall”strategic layout,it is extremely important and urgent to carry out specific practice,such as serving the development of the society guided by party construction,establishing“Silk Road Party Building Belt”with the construction of“The Belt and Road”,and helping build the grassroots regime to steady and consolidate border areas,which is the requirement of the times to achieve“China dream”.In2012,Heilongjiang Provincial Public Security Frontier Corps and the Heilongjiang Provincial Party Committee Organization Department took the lead to carry out construction campaigns by the joint efforts of the armed police force and the local government,like“Create the Fortress in the Six-thousand-mile Frontier”in the border areas of the country in order to explore the practice of strengthening the party building work in border areas.
