新形势下进境粮食检验检疫及监管模式的探讨

"十二五"期间,国内粮食进口量高速上涨,原有的进境粮食检验检疫及监管模式存在实验室检测力量薄弱、检验检疫规范性不强及后续监管难度大等问题,已无法调和严重短缺的动植物检疫人员与日益增长的进境粮食之间的矛盾。本文通过统计"十二五"期间广东口岸进境粮食的基本情况,针对进境粮食加工企业备案注册、检验检疫及后续监管等模块进行研究,探讨新形势下进境粮食检验检疫及监管模式。

During12th Five-Year,with the rapid increase of imported grain,the original grain inspection and quarantine and supervision mode with the problems of weak power in laboratory detection and quarantine inspection specification and the follow-up supervision difficult,has been unable to reconcile the contradiction between the serious shortage of animal and plant quarantine personnel and increasing imported grain.The paper through the statistics in12th Five-Year during the Guangdong imported grain,research on imported grain processing enterprises for the record registration,inspection and quarantine and follow-up supervision module,discusses under the new situation of imported grain inspection and quarantine and supervision mode.
