Green Development Concept from Perspective of Practice:Philosophical Basis,Realistic Dilemma,and Constructive Dimension

绿色发展理念是"十三五"时期国民经济社会发展的核心内容,也是马克思主义生态理论在新时期与我国社会经济发展规律的深入创新。贯彻绿色发展理念,应正确认识绿色发展理念的哲学基础,探究实践视角下绿色发展理念面临的"思想观念上的误区、治理主体上的矛盾、政策执行中的失衡和现实问题中的凸显"等现实困境,在坚持"创新性、协调性、共享性和现代性"原则基础上,实施"完善绿色法规制度、提升绿色宣传教育、加强绿色机制监管和推动绿色科技创新"的实践机制,推动我国生态文明建设,实现我国绿色现代化建设。

Green development concept is the core content of the national economic and social developmentduring the13th Five-Year Plan period as well as the deep innovation of the Marxist ecological theoryconcerning the law of social and economic development in Chinain the new period green developmentconcept demands correctly understanding the philosophical basis of green developmentconcept,exploring from the perspective of practice the dilemma that green development concept isconfronted with,namely,“ideological misunderstanding,contradictions in the governance subject,unbalance in policy implementation,and highlights in the realistic problems”.On the basis of theprinciples of“innovation,coordination,sharing,and modernization”,the practical mechanism should beimplemented of^perfecting the green law system,promoting green publicity and education,strengtheningthe supervision of green mechanism,and promoting green science and technology innovation”,so as topromote the construction of China’s ecological civilization and to achieve China’s green modernization.
