法律法规既对污染型企业发展,起到极强促进效果,也对其产生一定的约定作用。在保证污染型企业发展不受限制的前提下,可知法律的约束作用,可促使企业退出机制的建立、资金保障体系的完善、社会公众参与机制的健全。通过分析上述三大因素的具体影响,得出更好发展污染型企业的方式。完成法律对污染型企业发展影响的实证分析。总结三种约束作用不同的影响结果,得出促进污染型企业更好、更快发展的途径。

Laws and regulations not only have a strong effect on the development of polluting enterprises,but also have a certain effect on it.Under the premise that the development of polluting enterprises is not restricted,we can see that the restraining role of law can promote the establishment of the exit mechanism,the perfection of the financial guarantee system and the perfection of the public participation mechanism.Through the study of the three constraints,the empirical analysis of the influence of the law on the development of polluting enterprises is done.The results of the three different effects are summed up,and the ways to promote the better and faster development of the polluting enterprises are obtained.
