解决"三农"问题是全面建成小康社会的关键。其中,农民收入问题是"三农"问题的核心。由于经济、文化、政策因素的影响,我国东部地区农民收入远高于中西部地区。东部和中西部地区应结合各自的自然、区位、产业条件,制定不同的策略促进本区域农民增收。同时,还要通过培育新一代农民、推行税费改革、维护农民合法权益、构建三元社会结构等措施,进一步促进农业、农村、农民发展,为农民增收创造长效持久的有利条件。

Solving the"Three Rural Issues"is the key to building a well-off society.Among them,the issue of farmers'income is the core of the"Three Rural Issues".Due to the influence of economic,cultural,and policy factors,the income of farmers in the eastern region of China is much higher than that in the central and western regions.The eastern and central and western regions should formulate different strategies to increase the income of farmers in the region in accordance with their respective natural,regional and industrial conditions.At the same time,it is necessary to further promote the development of agriculture,rural areas,and farmers by cultivating new generations of farmers,implementing taxation reforms,safeguarding the legitimate rights and interests of farmers,and constructing a ternary social structure,which will create long-lasting favorable conditions for farmers to increase their income.
