反腐治理与风险社会下的专家系统及信任逻辑

Anti-corruption Governance,Expert System and the Trust Logic in Risk Society:Based on China's Anti-corruption Storm

中国共产党十八大以来,高压反腐成为中国政治的新常态。从风险社会的视角来看,权力腐败作为一种制度性风险,同时也带来了对政府的信任危机,这对新时期中国政府的社会治理工作提出了新的严峻挑战。因为现代社会治理强调治理主体多元化,要求在政府主导下,联合社会组织、市场主体及个人等诸多方面共同致力于维护社会秩序、保障社会稳定。在风险社会的话语体系下,政府行政人员是专家系统的重要组成部分,政府官员的权力腐败会带来社会治理中对专家系统的信任危机。文章基于国家的高压反腐和对干部队伍的重整,通过对专家系统及其信任逻辑的分析,旨在探索在风险社会背景下,如何实现"失信的专家系统"的信任重构,进而强化政府公信力,奠定提升国家社会治理能力的基石。

The corruption of power as a kind of institutional risk also brought government's crisis of confidence,which puts forward new challenges to the social governance from the perspective of risk society in this new period.Social governance emphasizes managing diversification,demanding that the government and market,social organizations and individuals and many other aspects of joint efforts to safeguard social order and social stability.At the discourse system of risk society,the government's administrative personnel are an important part of expert system.Crisis of confidence of the expert system can be attributed to the dishonesty of government officials.Based on national high-pressure anticorruption,this paper aims to explore how to realize the trust reconstruction of the expert system in the risk society background,strengthen the credibility of the government,and lay the cornerstone of the ability to enhance the national social governance through the analysis of the expert system and its trust logic.
