在中国共产党第十九次全国代表大会的报告中,习近平总书记首次提出乡村振兴战略,要求中国社会要始终坚持农业农村优先发展的战略,依据产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的要求,不断推进农业产业化和农村现代化建设,最大限度地解决制约"三农"发展的困境。但是,需要注意的是,在未来一段时间,由于我国农村存在多种现实约束,使得农村振兴战略的实施会遭遇诸多困难。因此,有必要为此寻找发展农村经济、壮大农村产业、增加农民收入的策略和路径,以便在理论与实践层面更好地把握与贯彻党中央对农村发展提出的全新要求。
