China's Industrial Upgrading and Innovation Leapfrog from the perspective of the New Scientific and Technological Revolution

摘要 新科技革命以来,世界产业格局面临深度调整,全球化的核心要素逐渐发生改变,对后发国家的赶超战略造成了巨大的冲击。后发国家在产业升级过程中面临新的挑战,主要体现在科学锁定、工业技术锁定与创新体系锁定三个方面。随后本文以汽车产业为例对我国产业升级锁定的具体表现进行了整理,分析了工业技术锁定与创新体系锁定对我国产业升级的影响,并据此提出政策建议。 Since the New Technological Revolution,the industrial structure of the world has faced deep adjustment.The core elements of globalization are changing gradually,and this fact has a huge impact on the catching-up strategy of the latecomer countries.This paper argues that the late developing countries are facing new challenges in the process of industrial upgrading,which are mainly reflected in three aspects:the scientific lock-in effect,the industrial technology lock-in effect and the innovation system lock-in effect.We then take automobile industry as an example,display the specific performance of these lock-in effects,analyze the impact of the latter two lock-in effects on China's industrial upgrading,and put forward policy recommendations accordingly.
