河南省农村宅基地确权状况的统计研究及问题分析

The Statistical Study and Problem Analysis of the Empowerment of the Rural Homestead in Henan Province

农村宅基地管理与确权是河南省乡村治理现代化的重要内涵。河南省已确权、待确权的农村宅基地面积刚刚超过50%,仍有近一半的宅基地处于确权悬置和未能确权状态;农村宅基地闲置率仍然很高,占农村宅基总面积的1/6以上;一户多宅、宅基地用益功能模糊、农宅私自流转导致的权属纠纷等是当前河南省农村宅基地管理及确权工作的主要问题。本文提出宅基地有偿使用、法制化用地管制、村庄规划与确权颁证的融合配套等对策,推进河南省农村宅基地的管理与确权工作。

The management and empowerment of rural homestead is an important connotation of the modernization of rural governance in Henan Province.In henan province,the area of rural residential land that has been confirmed and to be confirmed is just over50%,nearly half of the homestead right is still out of suspension,the rural homestead idle rate accounts for more than1/6of the total area of rural residential land.One family with multiple houses,fuzzy using functions of the homestead,and ownership disputes caused by secret transfer of farm houses are the main problems of current rural homestead management and empowerment work in Henan Province.To promote the work of management and empowerment of rural homestead in Henan Province,our work proposed the strategies of paid using of homestead land,legal regulation of the land,the integration of village planning and the empowerment certification,and so on.
