英国脱欧公投是形式民主的体现,但公投表现出的非理性问题、民粹主义问题和失序问题反映出它没有实现实质民主。实质民主体现的是人民的意愿和幸福的生活,而形式民主应该由各国根据自己的民情和国情来探索。中国实质民主的实现需要建设负责任的政府并维护政府权威,将形式民主与实质民主有机统一起来,实现政治生态的海晏河清。

The vote for Brexit is a manifestation of formal democracy.However,non-rationality,populism and disorder in the referendum reflect that it fails to achieve substantive democracy.The substantive democracy reflects the will and happy life of people.Therefore,the formal democracy should be explored based on the polls and conditions of the countries.For realizing China’s substantive democracy,a responsible government and the safeguarding of its authority should be built,then the formal and substantive democracy be unified to realize the uncorrupted political ecology.
