政府治理范式对政府回应模式的导向性影响,成为理解政府回应模式样态及重塑的新视角。在传统治理范式下,信访回应模式转向网络问政回应模式仅仅是问政方式的改变,回应服务质量未有实质性提升,政府回应模式呈现"内卷化"状态。随着服务型治理范式逐渐成为社会共识,政府回应模式的适应性重塑势在必行,其核心是构建基于公众关切的回应流程再造模式,重视公众关切、再造回应流程,方能确保政府回应回归公共服务的本质。

The guiding effect of government administration paradigm on the government response model has become a new perspective to understand the state of the government response model and reshaping.Under the traditional government administration paradigm,turning the petition response model into government response on the internet experienced the change in the way of appeal expression,but the quality of responding service has not been substantially improved,the government response model at present is in involution state.With the service-oriented governance paradigm gradually becoming a social consensus,the adaptive reshaping of the government response model is imperative.Its core is to build a response process reengineering model based on public concerns,including attaching importance to public concerns and rebuilding the response process,to ensure that the government response returns to the essence of public service.
