On the Objectives and Principles of Supervision System Reform

监察体制改革的根本目标是实现国家治理体系和治理能力的现代化。我国现有的监察体制因为监督主体分散、监督不力等诸多问题导致其难以实现这一目标,这决定了监察体制改革的必然性。监察体制改革之重要性和其面临的宪法问题之复杂性决定了其必须具备充分的宪法依据和正当性,因此,监察体制改革必须在宪法规范内进行,坚持重大改革于法有据,坚持宪法核心内容不能改,坚持稳妥推进、注重实效。

The fundamental goal of the supervision system reform is to realize the modernization of the national governance system and governance capacity.The existing supervision system can not achieve this goal because of many problems,such as the scattering of supervision subjects and the lack of supervision,which determines the inevitability of the reform of the supervisory system.The importance of supervision system reform and the complexity of the problem decides that it must have a fully constitutional basis and legitimacy,therefore,supervision system reform must be carried out within the constitution,adhering to the principle of reform by the rule of law.Meanwhile,the core content of the constitution cannot be modified,and the reform should be promoted steadily and focused on actual effects.
