Based on policy background of full termination of paid service,adverse effects and opportunities of full termination of paid services on small and medium-sized military hospitals were analyzed.Ideas and countermeasures for the military hospital development were put forward from strengthening the sense of mission,controlling security risks,focusing on security needs,and close contact with troops.
