"万物土中生,食以土为本。"我国耕地土壤环境质量堪忧,污染来源广泛,成因复杂。对已经污染的土壤应采取改良、治理和修复等一系列措施。创新土壤生态治理,应强化土壤环境保护法治建设,实施科学土壤污染治理修复工程,制定出台土壤修复国家技术标准,设立土壤保护专项资金。同时,强化土壤环境监管职能,提高公众土壤保护意识,依靠科技创新,全力保障土壤安全。
