国企改革探索“黄金股”特殊管理制度研究

A Study on the “Golden Shares” Institution for the Mixed Ownership Reform of State-owned Enterprises

国有企业混合所有制改革是经济新常态下供给侧结构性改革的重要内容,文章探索研究利用"黄金股"制度,强化企业党组织核心作用,破解国资不敢退、民资不敢进、所有制不敢混等瓶颈与矛盾,有效推动混合所有制改革。文章侧重实证研究,在对主要经济体应用"黄金股"制度进行细致分析的基础上,进行理论归纳、问题梳理和对策研究。当前形势下,"黄金股"制度是我国推进国有企业混合所有制改革的可行手段之一,且具有明确的可操作性。"黄金股"制度能够充分强化企业党组织的核心作用,壮大企业的"根"和"魂",有效协调企业利益、国家利益和社会公众利益,破解混合所有制改革过程中的难题。同时,需要配套相关政策措施,保障"黄金股"制度顺利推进。

The purpose of this study:the reform of the mixed ownership for Chinese state owned enterprises is the important content of the structural reform of the supply side under the new economic normal.we research“golden shares”institution to promote the reform of mixed ownership,to strengthen the core role of Party organizations in enterprises,and solving the problems that the right of state owned dare not exit,the private enterprises dare not enter,ownership cannot be mixed.Research Methods:This article focuses on empirical research,on the basis of detailed analysis for the application of‘golden shares’institution in the main economies,we conduct the theoretical induction,problem combing and countermeasure research.Research conclusion:The‘golden shares’institution is feasibility and operability.The‘golden shares’institution can strengthen the core role of Party organizations in enterprises,and promote the reform of mixed ownership obviously,can resolve the bottlenecks and obstacles.And the‘golden shares’institution needs some related policies and measures.
