摘要
针对售电侧市场化改革过渡期呈现的不同特征,建立一套客观全面的改革进展评估指标体系;采用层次分析法对指标体系分层,确定各指标权重并对关键因素进行权重优化;结合模糊C均值聚类算法搭建评估模型。仿真结果表明,所提出的算法和模型可以有效地评定各市场分区所处的阶段和等级,有利于售电侧市场化改革的正确推进。
An indicator evaluation system based on the different characteristic of the retail electricity market reform process was proposed.Using the analytic hierarchy process(AHP)theory,the indicator system was separated into three layers,and the algorithm was given to calculate the weight factor of the indicators.Combining the AHP with the fuzzy Cmeans clustering algorithm,the evaluation model was built for the retail electricity market reform.Both the simulation and empirical results show that the proposed hybrid algorithm and model can effectively evaluate the stages and grades of each market segments in the reform transition period,and it has an important practical significance to promote the new round of power system reform.
