部分国家政府与体育社会组织关系的研究

Study on the Relationship between Government and Sports Social Organizations in Some Countries

运用文献资料法、比较分析法,考察美国、英国、俄罗斯、德国、澳大利亚、日本等部分国家政府体育职能概况,发现:这些国家的政府与体育社会组织关系存在共同点,即公共体育服务社会化;维护体育社会组织的独立性;政府对体育社会组织以间接管理手段为主。得出启示:1)持续推进体育体制改革是体育发展的必由之路;2)要准确把握当今世界体育体制改革的总体形势;3)要注意寻求适合国情的体育体制改革路径。

Through using the methods of literature review and comparison,this paper makes investigation on the sport function of government in the United States,Britain,Russia,Germany,Australia,Japan,and finds out the common points between these countries'governments and social sports organizations,namely the public sports service socialization,the independence of the maintenance of social sports organization,and indirect management means of sports social organizations by the governments.Conclusion:1)to continue to promote the reform of the sports system is the only way for the development of sports;2)it is necessary to accurately grasp the overall trend of the reform of the world sports system;and3)it is of importance to seek the sports system reform path suitable.
