城市开放政府数据平台服务绩效评估体系构建及应用

Construction and Application of Service Performance Evaluation System on City Government Open Data Portals

文章在逻辑框架法和文献回顾的基础上,构建了包含3个一级指标、7个二级指标和19个三级指标的城市开放政府数据平台服务绩效评估体系;借助层次分析法辅助软件yaahp确定各项指标的权重,依据该体系并使用模糊综合评价法对广东省8个城市的开放政府数据平台的服务绩效展开评估,并与北京市和上海市的评估结果进行比较。研究发现:10个城市的综合得分呈现出明显的三个梯队,第一梯队是北京和上海,第二梯队是广州、深圳和东莞,第三梯队是揭阳、肇庆、湛江、梅州和阳江。

Based on the logical framework approach and literature review,an evaluation system on service performance of city government open data portals was constructed.The system consisted of3first-level,7second-level and19third-level indicators.The weightings of these indicators were identified by using the yaaho software,an analytic hierarchy process software.Then the evaluation system was applied to assess8city government open data portals in Guangdong province using the fuzzy comprehensive evaluation method.The results were compared with Beijing and Shanghai municipalities’government portals.The comparison showed that the scores of these ten cities could be readily divided into three tiers.Beijing and Shanghai belonged to the first tier.Guangzhou,Shenzhen and Dongguan were in the second.The third tier covered Jieyang,Zhaoqing,Zhanjiang,Meizhou and Yangjiang.
