摘要
2017年国务院将生产建设项目水土保持设施验收改革为生产建设单位自主验收,由生产建设单位组织第三方机构编制水土保持设施验收报告。各级水行政主管部门的职责是加强事中事后的监管,跟踪检查水土保持方案实施情况,审核生产建设单位报备的验收材料,核查验收程序是否合规、是否达到验收标准和条件。第三方机构要选择正确、准确定位、规范编制验收报告,项目法人要认清自主验收责任、严格按规定进行验收及报备,水行政主管部门要加强指导、规范开展验收核查、督促项目法人整改,共同促进自主验收走向规范化。
In 2017,the State Council transformed the check and acceptance system of soil and water conservation structures of production and construction project into independent check and acceptance by construction and production entities,and started to allow the third party to compile the acceptance report.The reform asks the water administrative department at each level to take the responsibilities of interim and post-monitoring,follow-up inspection,approval of report for file,and make examination on whether the procedure complies with the regulations and reach to the standards.It also requires to select the third party properly and prepare check and acceptance report.The legal person of the project should take responsibilities,and carry out acceptance and report in line with relevant stipulations.Water administrative departments should strengthen guidance and supervision,standardize independent check and acceptance and ask the legal person to make rectification if rules and regulations are violated.Therefore,independent check and acceptance can walk up to standardization with the multiple joint efforts.
