摘要
文章运用2009-2015年安徽省16个地级市的数据探讨全省高新技术产业空间特征对研发效率的影响,通过静(动)态集聚指数计算发现滁州、铜陵高新技术产业出现了产业集聚趋势。DEA投入产出研究表明,合肥、滁州具有产出不足问题,亳州和蚌埠投入冗余问题突出,淮南的投入冗余和产出不足问题均很严重。构建计量模型可知,研发人员折合全时当量、研发经费外部支出对高新技术产业研发效率的提高具有促进作用,来自政府部门科技活动资金的不当利用限制了高新技术产业研发效率的提高。全省高新技术产业的空间集聚有助于研发效率的提高,说明全省高新技术产业的空间集聚效应明显,部分关键城市的带头作用对全省高新技术产业研发效率的提高具有重要意义。
Based on the data of 16 prefecture-level cities in Anhui province from 2009 to 2015,the impact of the spatial characteristics of high-tech industries on R&D efficiency is discussed.Through calculating the static(dynamic)concentration index,it is found that the industrial agglomeration trend has appeared in high-tech industries of Chuzhou city and Tongling city.The DEA input-output study shows that Hefei city and Chuzhou city have output problems,redundancy issues highlighted in Bozhou city and Bengbu city,both input redundancy and output problems in Huainan city are serious.By building the econometric model,it is found that the R&D personnel equivalent to full time and the external expenditure of R&D funds have positive impacts on the improvement of R&D efficiency of high-tech industries.The improper use of funds from the government s scientific and technological activities limits the improvement of the R&D efficiency of high-tech industries.The spatial concentration of high-tech industries in the province contributes to the improvement of R&D efficiency,which demonstrates that the spatial concentration effect of high-tech industries is obvious,the leading role of some key cities plays an important role in improving the R&D efficiency of high-tech industries in the province.
