西南沿边民族地区城镇化建设中的利益相关者博弈

On the Stakeholders' Game in the Urbanized Construction in Ethnic Regions of the Southwest Border Areas

基于利益相关者理论对西南沿边民族地区城镇化进程中的利益相关者进行高度概括,采用博弈论分析法分析城镇化利益相关者博弈的帕累托均衡,并探索西南沿边民族地区城镇化利益均衡分配的创新机制。城镇化的发展是众多利益相关者参与的结果,城镇化的进程是旧矛盾的解决、新问题的产生与化解的过程,利益相关者的利益均衡能促进城镇化可持续、健康、稳定的发展。利益分配机制创新是利益相关者利益均衡的保障:改革现有政绩考核制度可避免发生城镇化模式"过度拟合"问题;地方政府、企业、城镇化农民群体间的利益协商能有效抑制博弈负效应的产生;建立投资收益"红利共享"的利益分配机制,有利于实现城镇化成果均衡分配的新常态。

Based on stakeholder theory,stakeholders in the urbanized process of the border ethnic areas in southwest China were highly summarized.Then analysis methods of game theory were utilized to analyze Pareto equilibrium of urbanization stakeholders’game and explore the innovation mechanism of equal distribution of urbanization interests in southwest border ethnic areas.The deve lopment of urbanization is the result created by a lot of stakeholders.The urbanization is a process that previous contradictions are solved and new problems are generated and solved.Balance of stakeholders’interest can promote the sustainable,healthy and stable development of urbanization.The innovation of interest distribution mechanism is a guarantee to balance the stakeholders’interest.To reform existing performance evaluation system of political achievements can avoid the occurrence of“over fitting”in urbanization mode;the interest negotiation among local governments,enterprises and urbanized farmers can effectively inhibit the generation of negative effects of game;the establishment of“bonus sharing”investment income distribution mechanism is beneficial to realize the new normal condition of balanced distribution of urbanization achievements
