模范监狱是贯彻新时代中国特色社会主义思想,落实治本安全观,在硬、软件建设等方面具有示范性、引领性的监狱。建设模范监狱要围绕治本安全、高效改造、规范执法、智慧管理、强化发展的目标,遵循五项基本原则,重点推进九个方面的内容。结合我国监狱管理的现实情况,应当从免责机制、配套支撑、调整指标、环境支持等方面入手,为模范监狱的创建提供坚实的保障。

Model prisons are the prisons that carry out the socialist ideology with Chinese characteristics in a new era,implement the root-based view of security and demonstrate exemplary and leading roles in hardware and software construction,To build a model prison,we must aim at the goal of root-based security,efficient reeducation,standardized law enforcement,wise management and enhanced development,We should follow five basic principles and focus on the promotion of nine aspects,Combined with the actual situation of prison management in China,we should start from the aspects of exemption mechanism,matched support,adjustment index and environmental support so as to provide a solid guarantee for the establishment of model prisons,
