节水型社会建设要推进地下水双控管理

Establishment of water-saving society needs to boost dual control for groundwater utilization

党和国家高度重视地下水管理与保护工作,在制度建设、超采区治理、地下水动态监测、机井建设审批等方面做出了有益的尝试和创新。在分析我国地下水开发利用现状的基础上,针对地下水双控管理中存在的问题提出了建议,重点在探索水位与水量关系上下功夫,加强地下水水位管理的监督和指导,切实解决我国地下水超采问题,通过加强地下水的管理与保护,发挥地下水战略储备和应急资源的本来属性。

The Chinese government has attached great importance to groundwater management and conservation,and beneficial attempts and innovation have been made in the respects of institutional system,governance of groundwater over-exploitation,dynamic monitoring and approval of well excavation.Analysis has been conducted on current situation of groundwater development and utilization and suggestions are raised regarding the challenges faced by dual control of groundwater utilization.Emphasis shall place on exploring of relationship between water level and quantity,supervision and guidance of groundwater level,imposing tough measures for groundwater overexploitation and improving management and protection,in order to optimize the role of groundwater resources as strategic reserve and emergency resources.
