全面推行随机抽查是深化行政体制改革,加快政府职能转变,创新政府管理方式的手段,也是解决当前存在的检查任性和执法扰民、执法不公、执法不严等问题,营造公平竞争的发展环境,推动大众创业、万众创新的举措。本文试通过梳理、总结国家关于随机抽查工作的要求,结合朝阳区实际,探讨双随机工作的实践应用。

The full implementation of random sampling is a means of deepening the reform of the administrative sys?tem,speeding up the transformation of government functions and innovating government management methods.It also re?solves the current problems such as self-willed inspection,disturbing law enforcement,denial of justice and slack law en?forcement,and creats a fair environment for development of competition and promoting public entrepreneurship and innova?tive measures.Combing and summarizing the requirements of the state on random spot checks,and combining with the actu?al situation in Chaoyang District,we discuss the practical application of double random work.
