北京市昌平区实施《北京市控制吸烟条例》监督情况分析

Analysis on the Supervision of The Beijing tobacco control regulations implemented in Changping District of Beijing

目的通过分析卫生监督执法检查、举报投诉和行政处罚情况,了解北京市昌平区控烟执法工作现状,为日后监督执法工作提供建议。方法以北京市昌平区实施《北京市控制吸烟条例》以来,2015年6月1日至2017年5月31日期间控烟方面的检查户次、投诉举报及行政处罚案件为调查对象进行统计分析。结果 2015年6月1日至2017年5月31日期间北京市昌平区卫生和计划生育监督所的控烟监督检查总数为11 062户次,受理控烟投诉举报总数为1 441件,处理控烟行政处罚总数为244件。结论 2015年6月1日至2017年5月31期间北京市昌平区控烟监督检查户次多,受理投诉举报数量大,目前仍存在控烟违法行为现场取证困难、控烟管理员未能充分发挥作用等问题。

Objective By analyzing the supervision and inspection times,the condition of complaints and administra?tive penalties,the aim of this study is to know the recent status of Tobacco Control supervision and inspection in Changping District and provide reference information for future work.Methods The supervision and inspection times,complaints and administrative punishment cases in Changping District,since the implementation of The Beijing tobacco control regula?tions,from June 1,2015 to May 31,2017,were collected and analyzed by area,object,illegal behavior,legal basis and type respectively.Results Since the implementation of The Beijing tobacco control regulations,the tobacco control has been su?pervised and inspected for 11062 times,and the total number of complaints was 1441,and the number of the administrative penalties about tobacco control is 244 in Changping District.Conclusion Since the implementation of The Beijing tobacco control regulations,the tobacco control supervision and inspection has been frequent and received a large number of com?plaints in Changping District.The main problems existed in both field evidences and health inspectors,which we should take measure to overcome in future work.
