Analysis and Suggestion on Auxiliary Service Compensation for Hydropower Unit Black Startup in Guangxi Power Grid

介绍了广西电网水电机组黑启动辅助服务补偿工作实施情况,以及《南方区域并网发电厂辅助服务管理实施细则》(简称"细则")中黑启动功能建设和管理要求。分析"细则"中水电机组黑启动能力补偿方法存在的问题,提出根据参与黑启动服务的发电机组接入的电压等级和不发生自励磁的条件构建差异化机组黑启动能力补偿模型,优化机组黑启动能力补偿费用方案,以期在电力市场环境下调动电厂提供黑启动服务的积极性。

The implementation situation of hydropower unit black startup compensation in Guangxi power grid and construction black startup functions and management requirements in“Implementation Details of Auxiliary Service Management for Grid Connected Power Plant in China Southern Area”(abbreviated as"details")are introduced.Problems existed in black startup ability compensation method of hydropower unit in"details"are analyzed.The construction of differentiation compensation model of unit black startup ability is proposed based on the connected voltage level of generator unit that participates in black startup service and the condition of nonoccurrence of self-excitation,which is used to optimize the unit black startup ability compensation cost schemeand to arouse the enthusiasm of power plant to provide black startup service under the environment of electric power market.
