河北省各城市社会福利水平的综合评价研究

Empirical Study on Comprehensive Evaluation of Social Welfare Level in Cities of Hebei

在全面建设小康社会的决胜时期,如何协调好社会福利与经济增长的关系,探索社会福利水平的突破点是当前社会各界的重要议题。以河北省11个地区为例,基于因子分析方法从经济、医疗、教育、环境、城市建设5个方面进行地方福利水平测算,探索各个因子对社会福利水平的贡献率,并对11个地区社会福利水平进行综合评价。研究发现,从因子贡献率上看,经济水平、医疗卫生条件是影响河北省社会福利提高的两个核心要素,其贡献率达53.45%。从河北省11地区城市社会福利综合评价上看,秦皇岛市、唐山市、廊坊市、石家庄市的社会福利水平位于全省的前列,其中秦皇岛市的社会福利水平最高。承德市、张家口市、沧州市的社会福利水平位于全省的中游水平,保定市、邯郸市、邢台市、衡水市的社会福利位于全省的下游水平,其中邢台市的社会福利水平位于全省末端。最后,从经济、医疗、教育、环境等方面对河北省11地区社会福利水平的提高进行对策分析,以期为提高河北省各地区福利水平建言献策。

In the decisive period of building and building a moderately prosperous society in all respects,how to coordinate the relationship between social welfare and economic growth and explore a breakthrough point in the level of social welfare is an important issue in all walks of life.Taking 11 areas in Hebei Province as an example,this paper uses factor analysis method to calculate the local welfare level in five aspects of economy,health care,education,environment and urban construction,and explores the contribution rate of each factor to the social welfare level.In addition,11 regional welfare Level comprehensive evaluation.The study found that from the perspective of factor contribution rate,economic level and medical and health conditions are the two core factors that affect social welfare improvement in Hebei Province,with a contribution rate of 53.45%.From the comprehensive evaluation of urban social welfare in 11 districts in Hebei Province,the social welfare level of Qinhuangdao,Tangshan,Langfang and Shijiazhuang is at the forefront of the province,with the highest level of social welfare in Qinhuangdao.The social welfare levels of Chengde,Zhangjiakou and Cangzhou are located in the middle reaches of the province.The social welfare of Baoding,Handan,Xingtai and Hengshui are located in the lower reaches of the province.The social welfare level of Xingtai is located in the whole province Provincial end.Finally,from the economic,medical,educational,environmental and other aspects of Hebei Province,11 regions to improve the level of social welfare measures to analyze,with a view to improving the level of welfare in Hebei Province to offer advice and suggestions.
