Practice and Advancing Path of Government Purchase of Management Services about Rural Household Waste

政府购买农村生活垃圾治理服务,是转变政府职能、实现垃圾治理服务多元化供给以及提高垃圾治理效率与质量的重要途径。采取文献研究与现场调研方法,对美国和中国昌邑、罗定等区域政府购买农村垃圾治理服务实践进行了系统阐述;认为当前中国实践存在管理成本高、居民参与度低、购买"内部化"、监督考核简单等诸多问题。基于此,从政府购买原则、运作模式和推进措施等方面,着重研究基于垃圾分类减量目标的政府购买农村垃圾治理服务推进路径。研究将为政府科学推进政府购买垃圾治理服务提供思路与创新途径。

Government purchase of management services about rural household waste is an important way of changing government functions,achieving diversified supply and improving the efficiency and quality of waste management services.Using literature research and field research methods,the practice of rural household waste management was systematically elaborated in the United States and some Chinese cities including Changyi,Luoding and other regions.It was thought that there were some problems of government purchase of waste management services such as high management cost,low participation of residents,purchasing“internalization”and simplistic supervision and assessment.Focusing on the problems,the advancing path of government purchase was emphatically discussed from purchase principles,operation modes and promotion measures based on waste classification and reduction targets.The study will provide ideas and innovative measures for the government to advance government purchase of waste management services.
