The Released List of “Double World-Class”:An Analysis of Highlights,Shortcomings and Proposals

"双一流"名单出炉引来众说纷纭、褒贬参半之声,显示出某种视角下一定程度的独见。以杰出人才数、国家科学技术奖数、ESI前1%学科数、国际权威机构排行榜等作为评价指标对"双一流"名单出炉的140所高校及其50所"非双一流"高校进行分析,发现"双一流"名单出炉具有首次打破固定身份、学科战略布局、尊重大学规律等亮点,也存在名单出炉缺乏严谨性、总量偏低、一些"双一流"及"非双一流"优势或特色被遮蔽或被忽视等纰漏。针对"双一流"名单出炉存在的不足,三部委可采取理顺"双一流"中的层次关系、配置与大国经济地位相得益彰的"双一流"总量、完善"双一流"标准研判的评价指标体系和建立"双一流"进退的有效竞争机制予以改进,以激发所有高校竞发"双一流"的活力。

The released list of“double world-class”led to the voices of“different opinions,mixed honor with praise and criticism”,showing a kind of truth to some degree in a certain perspective.This article analyzes the released list including 140 universities and colleges of“double world-class”and the 50“non-dual first-rate”universities and colleges based on the number of the outstanding talents,the number of the national science and technology awards,the number of subjects with ESI of 1%,and the list of international authoritative institutions.It is found that the released list of“double world-class”has not only some highlights such as breaking the fixed identify first time,the first strategic layout of disciplines and the respect for the law of the universities and the colleges first time,but also some imperfection such as lack of conscientiousness in the released list of“double world-class”,insufficient total amount of“double world-class”,covering the advantages or characteristics of some“double worldclass”and neglecting the advantages or characteristics of some“non-double world-class”.In order to solve the existing problems of the released list of“double world-class”,the three ministries should improve the hierarchical relationships of“double world-class”,configure the total amount of“double world-class”that complements the economic status of the major powers,improve the evaluation index system of“double world-class”and establish the effective competition mechanism of“double world-class”,so as to inspire the vitality of all the universities and colleges to compete for“double world-class”.
