美国全国性职业认证机构的院校认证——以独立院校认证委员会(ACICS)为例

摘要 美国独立院校认证委员会作为全国性职业认证机构,在认证中,鉴定独立院校教育质量,诊断独立院校教育得失,直接调控与间接调控相结合,监督与自我监督相链接。但在2016年由于认证工作的不规范,从2017年起不再得到美国教育部的认可。这对我国新建本科院校合格评估的发展有着一定的警醒,合格评估中要完善评估内容,构建动态科学的评估指标体系,评估为手段,诊断问题是目标,打造良好的评估生态,真正落实以评促建,推动新建本科院校的国际化发展,合理运用评估结果,施行对合格评估的元评估。 As a national career-related organization in US,ACICS reviews the quality of private postsecondary institutions,distinguishes the virtues and shortcomings,combines direct and indirect regulation,and links surveillance and self-surveillance.ACICS is terminated the recognition by US Education Department for abnormal accreditation in 2016 since 2017,which could be an alarm for the qualification assessment of Chinese newly-established universities and colleges.Qualification assessment should perfect assessment content,set up dynamic and scientific assessment standards,take diagnosing problems as an objective with assessment as a measure,build good assessment environment,realize promoting building through assessment,push the international development of newly-established universities and colleges,use assessment results reasonably and carry out meta-evaluation on qualification assessment.
