摘要 了解区域初始水权分配情况是水权交易制度的基石,是进行水权交易的前提条件。通过模糊可变评价模型对广东省水权交易试点中广州、河源二市的初始水权分配合理性进行评价,建立了以资源、社会经济、生态环境为准则的指标体系,并通过模型计算,得出两个区域初始水权分配的合理性等级,最后,对其合理性等级进行了简单分析,为两市开展水权交易奠定了基础。 Understanding the situation of initial water right allocation is the cornerstone of water right transaction system and the precondition of water right trade.Through the fuzzy variable evaluation model,this paper evaluated the initial water right allocation rationality of Heyuan and Guangzhou,which were the pilot projects of water right trade in Guangdong province.Also,it established an index system based on resources,socio-economic and ecological environment.The rationality level of initial water right distribution in two regions was obtained by model calculation.At last,this paper did some basic analysis on its rationality level.The research laid the foundation for water right trade in two cities.
